Display Energy Certificates for Public Buildings

As part of the government's plan to implement the Energy Performance of Buildings Directive, Display Energy Certificates (DECs) must be in place from October 2008 for certain public buildings where their floor area exceeds 1000m2. Public authorities, and institutions providing public services, occupying buildings that are frequently visited by the public must display a certificate showing the energy performance of the building.

DECs provide information to visitors about the energy performance of public buildings, the UK Government hopes that the display certificates will raise awareness of energy use in public buildings. Public authorities will be able to show, over time, the benefit of measures they implement to reduce their environmental impact; they are helped in this by an Advisory Report.

The Advisory Report (AR) lasts for up to 7 years (unlike the DEC that is valid for 1 year only) and details a range of possible measures that might be implemented to improve the energy performance of the property. DECs and ARs can only be prepared by qualified and accredited Public Buildings Energy Assessors.
